青年参与团队为15至25岁、持有有效Centrelink医疗卡且已持有澳大利亚首都领地（ACT）学习驾照至少3个月的年轻人提供免费的“弱势道路使用者计划”（VRU）。完成该计划后，年轻人将获得10小时的驾驶日志记录时长。
该“弱势道路使用者计划”（VRU）已获澳大利亚首都领地（ACT）政府批准，作为《2000年道路运输（驾驶执照）条例》第15(1)(b)条规定的认可学习驾照培训课程。
参与者须在课程开始前完成理论学习，并参加2小时的实践课程。
