In order to be eligible for a learner license in the ACT, you must be at least 15 years and 9 months of age, and have successfully completed the mandatory pre-learner license training course and Road Rules Knowledge Test.

Knowing the road rules is important, but so is knowing how to be a safe, accountable and responsible member of the ACT road user community. The Pre-Learner License Training Course is a community and school based educational program that will help prepare young and inexperienced drivers in the ACT to become safer and more responsible drivers. The course has been designed based on world’s best practice learner driver education and is a key component of the ACT’s Graduated Licensing scheme.

The course exists of four modules delivered over two days and includes also two attempts of the Road Rules Knowledge Test which is required to pass to receive a learner's permit.

The Pre-learner License course is provided by most ACT schools free of charge as part of the Year 10 curriculum. It is also available from various training providers within the ACT. To run this course for pre-learners, providers must be approved by the ACT Government. It is important that you check your provider is approved and included in the below list or on our Learner and Provisional Driver Safety page.
